Animal Control Officer

Position Summary:
The Animal Control Officer works under the direct supervision of the Animal Shelter Supervisor and is primarily responsible for understanding, applying, and educating others on the laws regarding stray, dangerous, nuisance and unwanted domestic animals while safely capturing and transporting animals to the facility. At the facility, the position is also responsible for ensuring the proper care is administered to all animals and the facilities are maintained in a clean and safe manner. This position is on-call one week per month and may be required to report to duty outside of normally scheduled hours when needed.

Employee is considered essential personnel and must report to work if required by their manager during any Emergency or Natural Disaster occurs.

Duties/Responsibilities:
Performs shelter kennel duties as required and reports needs for supplies and maintenance.
Identifies basic symptoms of common animal diseases and recommends veterinary medical care and the need for isolation.
Investigates complaints from the public and other agencies regarding nuisance, stray, dangerous or diseased animals
Conducts investigations of complaints regarding animal cruelty and neglect; investigates animal bites, arranging for appropriate identification and quarantine.
Work in tandem with St Charles Parish Sheriffs office to issue citations for violations of applicable regulations.
Captures stray and unlicensed animals for impounding; transports injured animals and provides for their care.
Document and maintain records for cases, case follow-up information, and medical information for each interaction to ensure appropriate information is notated as required.
Performs new intake workups by following established protocols and maintaining an accurate database for all animal medical care, intakes, and outcomes.
Conducts behavior modification training as needed.
Provide court testimony related to citations, based on case information, bite records, and/or cruelty pictures all maintained in a database by responding ACO.
Operates and maintains a variety of machinery and equipment, including but not limited to humane traps, firearms, two-way radio, ACO truck, cargo van, truck, etc.
Provides quality customer service and education to the public, volunteers, customers, and staff while promoting the Animal Control mission, services, programs, and events.
Provide essential service for community and pets evacuation during natural and man-made disasters.
Performs additional duties as needed.

Competencies:
Ability to safely administer medications to animals in compliance with veterinary recommendation.
Knowledge of the health, hygiene, behavior, and handling of common domestic animals.
Knowledge of state and local laws and ordinances pertaining to the proper care and control of animals.
Ability to handle and control animals humanely and effectively under stressful or emergency situations.
Excellent communication skills through email, phone, in-person, with both internal and external customers.
Ability to understand and carry out oral and written instructions.
Ability to prepare accurate and concise reports.
Strong computer skills and software management.
Ability to establish and maintain effective and cooperative working relationships with others.

Education and Experience:
High School diploma or GED required.
1 year of experience with animals in a shelter or animal control function preferred; OR an equivalent combination of education, training, or experience.

Licenses, Certifications and On-the-Job Training:
Fear Free Shelter certificate
Louisiana Animal Care and Control Association- Chemical Capture and Animal Control Officer certification
Certified Animal Euthanasia Technician licensing may be required to obtain.
Valid Drivers’ License

Work Environment:
The primary duties of this position are performed indoors and outdoors with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. The position may also experience exposure to chemicals and hazardous physical environments, substances, and fumes.

Physical Requirements:
This position requires lifting and carrying of objects up to 50 pounds with frequent sitting/standing; reach with hands and arms; and stoop, kneel, crouch, and often required to walk. The position also involves periods in the office, on telephone, or operating computer equipment, requiring eye-hand coordination and finger dexterity for specialized equipment.
