Position Summary:
The Equipment Operator IV, under direct supervision of the Director of Public Works or designee, under performs skilled operation and maintenance of light to heavy weight trucks, small-large excavators, marsh buggies, air boats, vacuum trucks, grabber trucks, skid-steers, dozers, cranes, boom trucks, and related equipment used in major drainage projects and construction throughout St. Charles Parish.

Duties/Responsibilities:
Supervises 1 full-time employee.
Operates drainage pumps, motors, and equipment.
Responsible for the inspection and dredging of the main drainage and outfall canals parish wide.
Maintain and prepares daily work logs and work orders.
Responsible for performing all duties and operations in accordance with all regulatory requirements of all Federal and State agencies involved in the permitting process.
Ensures that work is being performed in accordance with Special Permits that may be required.
Operates equipment such as lowboy, boom truck, cherry picker, marsh buggy, airboat, dozers, large size excavators, long reach excavators, and hydraulic cranes (up to 60 ton), etc.
Hauls equipment, fuel and oversized loads to job site using heavy machinery and vehicles.
Clean up around bar screens and assist with bar screen repairs.
Install drainage pipes.
Operates light, medium, and heavy machinery needed to perform jobs.
Responsible for the preparation and installation of temporary pump system.
Installs sheet piles/pilings.
Inspect and maintain equipment as well as diagnose problems and/or request repair.
Following all safety policies and procedures to ensure safe operations when completing tasks.
Responsible for the work area safety and traffic control.
Performs daily safety meetings with employees.
Clear roadways and bridges after emergencies or natural disasters.
Responsible for tree cutting and removal.
Use surveying equipment to check grades and establish profiles.
Performing additional duties as needed.
Competencies:
Knowledge of detailed rules, procedures, or operations requiring training, and/or experience to perform the full range of standard assignments.
Ability to operate equipment needed for jobs to be performed such as lowboy, boom truck, cherry picker, marsh buggy, airboat, dozers, large size excavators, long reach excavators, and hydraulic cranes (up to 60 ton), etc.
Basic knowledge of how to operate diesel engines, natural gas engines and electric motors.
Considerable knowledge of hazards to be aware of as well as safety precautions that apply in the field of work.
Ability to use computer programs/software systems necessary the course and scope of job.
Ability to speak and/or signal people to convey and exchange information.
Ability to perform the physical labor required of the position.
Ability to communicate effectively orally and in writing while understanding, carrying out and following written and oral instructions.
Knowledge of and experience complying with safety principles, practices, and procedures.
Ability to safely operate a motor vehicle, including towing trailers.
Ability to apply effective problem-solving skills
Ability to exercise tact and courtesy in contact with the public.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Knowledge of tree cutting and removal.
Knowledge of plastic, concrete, and concrete box installations.
Ability to read and interpret blueprints.
Knowledge of rigging and heavy lift procedures.
Education and Experience:
3-4 years of operation of medium to heavy motorized equipment OR equivalent combination of experience which provides the required knowledge, skills, and abilities.
High school diploma or GED
Licenses and Certifications:
Valid Louisiana Class “A” Commercial Driver’s License with Air Brake, Combination, Hazardous Materials, and Tanker Endorsement (NO RESTRICTIONS)
Work Environment:
Work is typically performed outdoors with potential exposure to adverse weather conditions.
Physical Requirements:
Must be able to physically operate a variety of machinery, and motorized vehicles. Must be able to exert up to 80 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move or lift objects. Requires stretching, grasping, pulling, pushing or otherwise moving objects. Physical demands are for heavy work.
