St. Charles Parish Celebrates Groundbreaking for Phase III of LA-18 Water Main Replacement

Parish President Matthew Jewell, members of the St. Charles Parish Council, and the Department of Waterworks celebrated the groundbreaking for Phase III of the LA-18 (River Road) Water Main Replacement on Friday, July 25, 2025, near the project start in Hahnville.  

“This project is an important investment in St. Charles Parish’s foundational infrastructure, ensuring residents enjoy reliable, clean water every time they turn on the tap,” said Parish President Matthew Jewell. “It is part of our comprehensive plan to modernize and strengthen the entire water system — from intakes to treatment facilities to distribution lines — for generations to come.” 

This phase will replace approximately 4,800 linear feet of aging cast iron water main with a new PVC water main. Work will take place on the River Road shoulder, and any necessary lane closures will follow DOTD Traffic Control Guidelines, including flagger support. The project has an expected end date of December 2025.  

Phase III will replace the water main from Fashion Boulevard to Annie Lane, with three more phases to follow. Hebert Engineering provided engineering services for the project, and Barriere Construction, LLC was awarded the construction contract with a low bid of $779,876.10.
