Electronic Procurement: Beginning June 1, 2026, St. Charles Parish will no longer accept physical/manual bid submissions. These submissions will only be accepted electronically via the Parish's e-Procurement system, Central Bidding. Submitting electronic bids is secure and free of charge. Central Bidding can be accessed by visiting www.centralauctionhouse.com. All vendors will be required to register with Central Bidding via following link: www.centralauctionhouse.com/SignUp

 

Bidders should read and must comply with all specific instructions and announcements pertaining to each bid. Until June 1, 2026, bidders may hand deliver or use mail as alternative methods of bid submissions. However, effective June 1, 2026, all bid submissions will only be accepted via Central Bidding.

 

Electronic Bond Submission May Be Required

Effective June 1, 2026, if the bid documents require a surety, vendors submitting responses to St. Charles Parish through this site must submit an electronic bond through the respective online clearinghouse bond management system(s). Purchasing Policies and Procedures

St. Charles Parish has set forth local procurement policies in accordance with federal and state procurement regulations to provide the maximum benefit for our residents.

Types of Procurement

Purchases for Materials and Supplies

Purchases under $10,000 – may be awarded without competitive quotes and if the price is considered reasonable.

Purchases between $10,000 and $30,000 require at least three (3) quotes.

Purchases $30,000 or more – require publicly advertised sealed bids.

Labor and Materials/Public Works Projects

Purchases under $25,000 – may be awarded without competitive quotes, provided that all applicable license requirements are met and if the price is considered reasonable.

Purchases between $25,000 and $250,000 – require at least three (3) quotes.

Purchases $250,000 or more – require publicly advertised sealed bids.

Professional Services and Services 

Purchases to acquire services and professional services, i.e. auditors, legal services, consulting, etc. do not require the competitive bid process; however these may be acquired through Requests for Qualifications or Requests for Proposals.

ST. CHARLES PARISH 

Request for Proposals 

for 

Program Administrative/Management Services to Implement the St. Charles Parish Residential Mitigation Program 

St. Charles Parish has secured/intends to secure grant awards through FEMA’s Flood Mitigation Assistance and Hazard Mitigation Grant Programs (and any other funding that may become available) to mitigate Severe Repetitive Loss and Repetitive Loss residential structures. These grant programs will provide funding necessary for the elevation or mitigation reconstruction of residential structures to reduce or eliminate the risk of flood damage to said structures insured under the National Flood Insurance Program (NFIP). The Parish is interested in procuring the services of an administrative consulting firm to manage the implementation of these programs. 

The procedures for the selection of this firm will be in accordance with the procurement requirements of FEMA, GOHSEP, the State of Louisiana, and St. Charles Parish. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the Request for Proposals package. The package also identifies the scope of services to be performed by the selected firm. All proposals will be scored and ranked with the highest rated firm being awarded the contract. Interviews may be conducted at the Parish’s discretion or in the event of a tie. 

Interested parties are invited to secure a proposal package from Blaise Robert by e-mailing a request to brobert@stcharlesgov.net. 

Proposals must be received by the St. Charles Parish Grants Office at P.O. Box 302, Hahnville, LA 70057 or 15045 River Road 3rd Floor, Hahnville, LA 70057, no later than 10:00 a.m., local time on Thursday, July 2, 2026. Any proposal received later than the specified time and date will NOT be accepted or considered. 

No facsimile, e-mail, or telephone proposals will be accepted. Submitted Proposals MUST be sealed and clearly labeled: St. Charles Parish Residential Mitigation Program on the outside of the envelope/package, as well as the Proposer’s business name, address, and license number (if applicable).
