Electronic Procurement: Beginning June 1, 2026, St. Charles Parish will no longer accept physical/manual bid submissions. These submissions will only be accepted electronically via the Parish's e-Procurement system, Central Bidding. Submitting electronic bids is secure and free of charge. Central Bidding can be accessed by visiting www.centralauctionhouse.com. All vendors will be required to register with Central Bidding via following link: www.centralauctionhouse.com/SignUp

 

Bidders should read and must comply with all specific instructions and announcements pertaining to each bid. Until June 1, 2026, bidders may hand deliver or use mail as alternative methods of bid submissions. However, effective June 1, 2026, all bid submissions will only be accepted via Central Bidding.

 

Electronic Bond Submission May Be Required

Effective June 1, 2026, if the bid documents require a surety, vendors submitting responses to St. Charles Parish through this site must submit an electronic bond through the respective online clearinghouse bond management system(s). Purchasing Policies and Procedures

St. Charles Parish has set forth local procurement policies in accordance with federal and state procurement regulations to provide the maximum benefit for our residents.

Types of Procurement

Purchases for Materials and Supplies

Purchases under $10,000 – may be awarded without competitive quotes and if the price is considered reasonable.

Purchases between $10,000 and $30,000 require at least three (3) quotes.

Purchases $30,000 or more – require publicly advertised sealed bids.

Labor and Materials/Public Works Projects

Purchases under $25,000 – may be awarded without competitive quotes, provided that all applicable license requirements are met and if the price is considered reasonable.

Purchases between $25,000 and $250,000 – require at least three (3) quotes.

Purchases $250,000 or more – require publicly advertised sealed bids.

Professional Services and Services 

Purchases to acquire services and professional services, i.e. auditors, legal services, consulting, etc. do not require the competitive bid process; however these may be acquired through Requests for Qualifications or Requests for Proposals.

 ADVERTISEMENT FOR BIDS

 

The Parish of St. Charles, hereby advertises bids for construction of Willowdale Blvd. Overlay and Widening, Parish Project No. P240602 as follows:

 Project Title:   Willowdale Blvd. Overlay and Widening                 

 Project No.:     P240602

 Bid No.: 2026-Bid-003

 Principal Work Location:  Willowdale Blvd. between US Hwy 90 and E. Heather Dr. in St. Charles Parish, Louisiana.   

 Description of Basic Work:  Contract work consists of excavation, full depth asphalt widening, milling and overlay of Willowdale Blvd. from approximately 500 ft south of US Hwy 90 to E. Heather Dr.   

 

 Bids: SEALED BIDS SHALL ONLY BE ACCEPTIED VIA ELECTRONICALLYMailed or hand delivered bids will not be accepted.  Bids must be submitted through www.centralauctionhouse.com, no later than 10:00 a.m. local time on August 25, 2026.  Promptly thereafter, the electronic bids will be publicly opened and read aloud in the Council Chambers, 2nd Floor, of the St. Charles Parish Court House.  The Owner reserves the right to reject any and all Bids in accordance with the Public Bid Law, and to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids.

 Bidding Documents: The Bidding Documents (Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Louisiana or to bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer/Architect for the contract, Digital Engineering and Imaging, Inc., 527 W Esplanade Ave, Suite 200, Kenner,  LA 70065.

 Pre‑Bid Conference: A Pre‑Bid Conference to discuss the scope of the project and the requirements of the Bidding and Contract Documents will be held on August 11, 2026 at 10:00 a.m. at the St. Charles Parish Department of Public Works and Wastewater, 100 River Oaks Dr., Destrehan, Louisiana.  Attendance of the Pre-Bid Conference is Non-Mandatory.

 Each bidder shall deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a bid bond obtained through one of the Surety Agencies listed on Central Bidding (Central Auction House, Ltd.). Electronic bids shall contain all the same information and documentation that are required by Louisiana R.S. 38:2212 et seq.

 The electronic submission form shall contain the submitting firm’s name, Louisiana Contractors License Number, the St. Charles Parish Project Number, and the St. Charles Parish Project Title.

 St. Charles Parish is an Equal Opportunity Employer. We encourage all small and minority-owned firms and women’s business enterprises to participate in this solicitation.

 To the fullest extent allowed by law, purchases for this project shall be exempt from state sales and use tax according to LA R.S. 47:305.7 et cet.  It shall be the sole responsibility of the Contractor to meet all requirements of this statute.  Otherwise, the Contractor shall be solely responsible for any and all applicable local, state, and federal taxes.

 Act 384 of the 2025 Regular Session of the Louisiana Legislature extended the governmental sales tax exemption in La. R.S. 47:305. l(A), effective July 1, 2025. The state and local sales and use tax exemption now applies to certain purchases made by general contractors and their subcontractors when performing work pursuant to construction contracts for the state, local governments, or any agency, board, commission or instrumentality of the state ("public projects”).

 St. Charles Parish will furnish the contractor a certificate form which certifies that St. Charles Parish is not required to pay such state or local sales and use taxes, and contractor shall furnish a copy of such certificate to all vendors or suppliers of the applicable materials and equipment.

 Invoices for purchases of materials and equipment rentals related to this construction contract shall not include sales tax and will not be paid by St. Charles Parish. The designation shall commence on the date of contract execution and shall be effective until project completion by Final Acceptance.

 Any person with disabilities requiring special accommodations must contact the St. Charles Parish Council Office at 985-783-5000 no later than seven (7) days prior to bid opening.
